Games are constantly in development, sequels start development right after one is released, that's how it works, how it has always worked, and how it will always continue to work. If they waited utnil Sims 2 was said and done, we wouldn't even have Sims 3 yet, it'd probably be coming out this year. Look at the release date between Sims 2 and 3. Look at the graphics gap between Sims 2 and 3. If they wait until one is over with, there'll be a 10 year gap between titles, and then when the game comes out, it'll already be outdated in graphics/processing/whatnot. Sims 3 was in development before Nightlife for Sims 2 came out. Sims 5 will be in development before the first SIms 4 expansion comes out. And you feel entitled to a discount if there's no pools? You're probably paying them a dollar fifty each per year of development for this game. You are paying 50 dollars for a few hundred people to spend years of their life making this game.
The brand new, reduced price because pools might not be there would be ~49.99. How much of the cost of the game do you think goes to pools? If the game's development costs were 50 million dollars and it has been in development for 3 years by 1,500 people, how much of the 50 dollar pricetag on thisg ame do you think should be removed because there's no pools? Pools are actually an excellent example of that rationale - when you buy a new house, usually that's a luxury item Nice to Have. So you only move the essentials (fridge, toilets, bed, etc) with the expectation that as you continue to nest, you'll get the rest of the furniture moved in later (your snowcone machine, giant disco balls & inflatable river raft). You can't afford to move the whole house because you just can't afford the movers. You're moving to a new, smaller house and choosing which furniture you want to bring over first while the rest goes into storage. The point is that you're not renovating your existing house and choosing which furniture you want to save or scrap.
